Geotextile

Geotextile membrane underlay is explicitly used to prevent weeds' growth and other plants coming through the base for artificial grass. This product is used and designed to separate the sub-base and the original base. It can be loosely laid but needs to go under the sub-base. The Geotextile is also great for water drainage, so there is no need to worry about putting holes in this.
